Missions :
             

The Division of Public and Institutional Affairs is responsible for the processing, analyzing and monitoring Government activity in the areas of reform and modernization of administration, monitoring and evaluation of public administration, decentralization and international relations.

As such, it is responsible for:

  • policies and strategies for public service reform and modernization;
  • matters relating to the organization and management of the Public Service with the exception of matters relating to career management;
  • follow-up of activities of the Budgetary and Financial Discipline Council;
  • territorial administration policies and strategies;
  • public hygiene and sanitation issues in liaison with the Division of Social Affairs, Sports and Culture;
  • issues related to deconcentration and decentralization;
  • the functioning of the administrative units of local authorities and chiefdoms, with the exception of matters relating to the approval of the designation of traditional rulers;
  • issues related to the exercise of civil liberties in relation, where appropriate, with the Division of Social Affairs, Sports and Culture and the Division of Government Information and Coordination Communication (DICCG);
  • matters relating to civil protection;
  • monitoring the activities of political parties, associations and other political forces or interest and pressure groups;
  • the preparation and follow-up of sessions of Assemblies provided for in the Constitution in relation, if necessary, with the Department of Statutory and Regulatory Affairs;
  • the examination of reports from administrative authorities, as well as those submitted by General Inspectorates of the ministries;
  • problems relating to borders and border areas;
  • matters relating to electoral consultations;
  • legal opinions on any matter submitted to Government in liaison with the Department of Statutory and Regulatory Affairs.

The Division of Public and Institutional Affairs is also responsible for the processing and follow-up of matters concerning Administrations under the Presidency of the Republic, in all cases where the Prime Minister’s Office is seized, including cases relating to:

  • justice and prison administration, external relations, internal security and defence;
  • the promotion of good governance, respect for human rights and the fight against corruption;
  • public administration control policies;
  • Government work.

the Division of Public and Institutional Affairs monitors the activities of the Ministries responsible for territorial administration and decentralization, civil service and administrative reform, justice, external relations and possibly Ministries and Administrations under the Presidency of the Republic.

It also monitors the activities of the attached services in charge of governance, anti-corruption and human rights.
