The Secretary General assists the President of the Republic in carrying out his mission.
In this capacity:
he receives all instructions from the President of the Republic regarding the definition of the Nation’s policy;
he monitors the implementation of decisions taken by the President of the Republic;
he coordinates the actions of administrations attached to the Presidency of the Republic as specified in Articles 5 and 37 of this Decree;
he studies files entrusted to him by the President of the Republic and monitors the implementation of instructions given;
he submits all draft instruments from the Prime Minister’s Office or services attached to the Presidency of the Republic to the President of the Republic for signature;
he ensures the preparation of bills to be tabled at the National Assembly and Senate in conjunction with the Secretary General at the Prime Minister’s Office or Ministers concerned;
he ensures the preparation of presidential correspondences on the submission of bills at the National Assembly, Senate, Economic and Social Council, and Supreme State Audit with regard to requests for advice on or review of draft economic and social instruments;
he ensures the implementation of action programmes approved by the President of the Republic and assigned to ministers and directors of services under the Presidency of the Republic;
he prepares ministerial councils in conjunction with the Secretary General at the Prime Minister’s Office, restricted committees, committees and commissions chaired by the President of the Republic;
he ensures that regulatory instruments signed and promulgated by the President of the Republic are registered and published in the Official Gazette;
he keeps legislative and regulatory archives;
he acts as legal adviser at the Presidency of the Republic and attached administrations.
