On instructions from hierarchy, the Deputy Secretary General at the Prime Minister's Office (SGA/PM), on Thursday 5 October 2017 between 9:45 a.m. and 4:50 p.m. at the Hilton Hotel, presided over a seminar organised by the Results Based Management (RBM) Focal Point at the Prime Minister's Office, for heads of department at the Secretariat General of the Prime Minister's Office, on the theme: "Working techniques in the Cabinet".
Apart from the introductory and closing statements of the SGA/PM in his capacity as personal representative of the SG/PM, the following facilitators made statements on the following topics:
- The Nature of Work in the Cabinet and Collaboration within the Government by Mr. NGON A. MOUNANG;
- Legislative and Regulatory Procedure by Mr. DJOMATCHOUA Justin;
- The Culture of Work in the Cabinet: Cabinet Mindset by Mr. MESSENGUE AVOM Bernard.
Discussions focused on several topics, including:
- Defining the Concept of Cabinet and the peculiarities of work in the Cabinet;
- Periodicity of coordination meetings;
- Processing files: Harmonising various opinions in the file processing chain within a structure;
- Attendance of Secretariat General officials in audiences granted by the Head of Government;
- Mastery of legislative and regulatory procedures as well as understanding the functioning of the National Assembly and Senate.
Deliberations ended around 4:50 p.m. with dinner offered by the Results-Based Management Focal Point at the Prime Minister's Office.
