Minister of Public Service and Administrative Reforms
THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM is responsible for elaborating and implementing Government’s public service and administrative reform policy.
As such, he is tasked with:
- preparing legislative or regulatory measures regarding the status of State personnel;
- managing civil servants and State officials, with the exception of Magistrates, National Security, Defence Forces and Penitentiary Administration staff, subject to the duties delegated to other Ministries;
- conducting studies on the evolution of needs and human resources of the State subject to the duties delegated to other Ministries;
- managing Public Service disputes;
- ensuring prompt disciplinary actions against civil servants and State officials under conditions determined by regulatory texts;
- coordinating actions concerning the training of State personnel.
He is Government’s consultant in the area of organization and administrative reform. In this capacity, he examines and proposes to the government all measures aimed at improving cost-effectiveness in public services and accelerating the processing of administrative files.
He oversees:
- the National School of Administration and Magistracy (ENAM);
-the Higher Institute of Public Management (ISMP).
